Trubble i paradiset: högerkuppen och företagsplundringen som gjorde Kalifornien bankrutt
Nej nej nej, det här är Kapitolium i Sacramento, inte i Washington.
Det är November 2003 och jag sitter i ett IT-möte i San Francisco. En talare frågar vad kalifornienborna tycker om den nye guvernören, muskelknutten Arnold Schwarzenegger, som just hade tagit makten i vad som närmast kan liknas vid en statskupp mot sittande guvernören Gray Davis. En grupp unga tjejer längst fram till vänster svarade på frågan genom att vråla som om det vore en rockkoncert.
De andra bara skakar på huvudet. Att en muskelknutte skulle ha något att bidra till Kaliforniens redan då ansträngda ekonomi var rent befängt.

Men Schwarzeneggers kupp var inte den första. För att hitta början till slutet för Kalifornien får vi gå tillbaks till 1978 och en annan statskupp som blev början till en makalös företagsplundring av delstaten Kaliforniens tillgångar. Något som Ronald Reagan (som varit guvernör i Kalifornien) och republikanerna sedan imiterade i Washington.

They begin with the 1978 property tax revolt and the victory of Proposition 13. As California experienced a dramatic escalation in home values, property tax assessments skyrocketed. Especially vulnerable were seniors on fixed incomes. When then Gov. Jerry Brown and the legislature dithered, conservative activists led by Howard Jarvis put a seductively simple sounding proposition on the ballot. Under Proposition 13, the annual real estate tax on a parcel of property would be limited to 1% of its assessed value and this assessed value would only increase by a maximum of 2% per year, until a change in ownership. Voters responded and Proposition 13 scored a dramatic victory with 65% of the vote. Property tax rates dropped an average of 57%.

LOS ANGELES ‘ Its budget gap growing and its political process for addressing the gap unhinged, California will begin Thursday to pay vendors and taxpayers with i.o.u.’s, only the second time the state has adopted the emergency payment method since the Great Depression. By Thursday afternoon, state officials said, 28,742 warrants worth $53.3 million will be printed and readied for distribution.

California has a unique combination of features… These begin with the requirement that any budget pass both houses of the legislature with a two-thirds majority. Two other states, Rhode Island and Arkansas, have such a law. But California, where taxation and budgets are determined separately, also requires two-thirds majorities for any tax increase. Twelve other states demand this. Only California, however, has both requirements.
If its representative democracy functioned well, that might not be so debilitating. But it does not. Only a minority of Californians bother to vote, and those voters tend to be older, whiter and richer than the state’s younger, browner and poorer population,….
I alla fall kostar det inget att surfa.

Arnold Schwarzenegger said today that the state’s deficit has grown by $2 billion – to $26.3 billion due to the Legislature’s failure to pass a comprehensive solution to solve the state’s shortfall. The Republican governor also declared a fiscal emergency, citing the Legislature’s inability to pass a plan by last night’s midnight deadline. The fiscal emergency means that under Proposition 58, lawmakers will have 45 days to adopt a plan to close the deficit. If they fail to meet that deadline, they will be barred from taking up any other legislation that is not budget related. In addition, the governor signed an executive order forcing 220,000 state workers to take a third furlough day without pay beginning this month.
Det kommer att ta decennier innan de politiska partierna och då speciellt republikanerna kommer att gå med på övergripande förändringar i den kaliforniska författningen. Kaliforniens problem kan inte lösas utan skattehöjningar och det kommer republikanerna aldrig att gå med på.
Från 1978 till 2009 alltså, på 30 år har republikanerna inte bara gjort Kalifornien bankrutt, idag är hela USA företagsplundrat och i rännstenen.
Vilket kanske är orsaken till att den helt diskrediterade Arnold Schwarzenegger är Fredrik Reinfeldts favoritguvernör i USA.
